People and Moments in Time is a joint proposal from Stafford, Spotsylvania, and Caroline County Public Schools to the Teaching American History Grant Program. This model professional development program seeks to strengthen teachers’ knowledge of American History and identify successful instructional practices to engage students in the study of history. The project targets teachers in grades K-5 and focuses on key events, historical figures, and founding documents within the themes and eras identified in the NAEP U.S. History Framework (2001) and the National Standards for History.
 
One component of the grant is a Teachers as Readers of History series. It focuses on the use of literacy works by children’s authors as a best practice for captivating students in the study of history. The grant’s American History Specialists identify children’s historical non-fiction for each era and demonstrate how teachers incorporate these books into history lessons.
